Resident Services Under Construction on New Year's Eve - Please Help

So I got my game for Christmas. Now my Resident Services is under construction and in my game, it's New Year's Eve. There's nothing going on in the Plaza.

Am I missing out on the New Year's Eve event because Resident Services is under construction?

If yes, can I time travel back to get the event or will Resident Services still be under construction?

In my game, it's December 31st. So if I time travel forward to the 1st to complete the construction then time travel back to New Year's Eve will Resident Services still be under construction?
