Well, Lolly is the third most popular villager. No one has to reach the buyout. It's just a set buyout. I saw a buyout of 100 mil for marshal. He's only 2 ahead of Lolly. I think 60 is a reasonable buyout

Note that I am NOT a cycle town. I am raising the prices, because wHEN I START MY NEW TOWN, I WILL NEED MONEY.
If you disagree with these prices, then just dont bid. Its really that simple.
