The raising period is already over. That’s why the water can is sold out. The only ones now are the permanent ones and I think they go from 500-1000 tbt or more.
Unfortunately you will have to earn that many bells if you hope to acquire one, unless someone just decides to give it up for free which isn't too likely. The cost of 25 TBT for the Red Turnip Starters was to make them affordable so that people could get them inexpensively and grow them.
They cannot be grown now, as the growing period only lasted from the 25th to the 31st of last month to tie in with the forum event that is about to end.
The prince range that Azrael pointed out is due to the turnips being a limited item, and that's the sort of price range other people have sold theirs for. That sets the standard that other people that sell hope to get when selling theirs.
Additionally, the watering can is not a collectible in the usual sense. A new one had to be purchased each day during the growing period and would disappear from the inventory with each new day. There are none that anyone can sell to you.
Best wishes, and maybe there is some generous soul out there willing to part with their turnip, but more likely than not you're going to have to save up if you hope to purchase one.
