okay so I've been trying desperately to get out villagers to make room for my dreamies, but the last SEVEN TIMES people have asked to move it's been bob 4 and kabuki 5. I've been ignoring Cousteau for like two weeks, what gives?

sometimes its the villagers you're closest to that want to move away. don't ignore him. talk to him frequently.

Is Cousteau your 10th villager? If so, that is your problem. You will need to move out one of your other villagers and move in another villager that will take up your 10th spot. That is the only way to get rid of him. If not, then you have horrible luck. :L
Keep going! I'm rooting for you. Purge the frog!! (On a side note: Me and Cousteau have the same birthdate so don't try to purge him too hard)

When I tt someone out I often forget to keep talking to everyone, I then get told someone is thinking of moving but they refuse to ding me at all even for stupid things - so I speak to them and they moan that they haven't seen me in ages then I save and quit, go back on and they ding straight away!

If he's your 10th he can still move, it could take ages though. There was a thread not so long ago that asked about the 10th villager and a few people have had theirs move out, but the majority of people didn't have any luck.

I've had my tenth villager move out several times, but now that it's someone that i want to leave they literally will not go no matter what i do lmao. And i have other villagers i have no problem with leaving but they won't ping me either /:

He is my tenth, but I've had my tenth villager move out before?? Lately this game has been giving me the worst luck I've ever had with any animal crossing game in like ten years, LOL
my problem isn't really that he won't move out, but that only my dreamies are asking to??? And making my cycling/trading villagers process painfully slow

Ignoring them usually works wonders for me, maybe he's just being stubborn and forcing me to speak to him lol

My method is talk only to the villagers you want to move, they usually ping me within the week.

also if you ignore villagers are they still able to move without telling you??

^^^ Yes villagers can still move without telling you that's how so many people lose their dreamies.

Regarding original post, I have never had a 10th villager move out on me and I don't know anybody else who has. I know some have managed to do it, and even if you've managed to do it in the past, I think it's more luck than anything. They just don't move the same way as other villagers.
So if he is your 10th that could be the problem.
And I would talk to him instead of ignoring, can't guarantee he will leave any quicker but it gives you a higher chance,in my experience

its super hard to move out 10th move in's
you'll have to move someone else out before Cousteau moves
of course, it is possible but as you have seen it's hard.
