Random Villager? Glitch perhaps?

Hi,
I was was running around main street (shopping district) and Poncho the Cub was standing outside the P.O. I don't have Poncho, or ever had him, is this just a glitch? There's no new houses or anything in town.
Has anyone else had this happen?
