But is the fencing in the banner an in game fencing? If so does anyone have it?

yup, its the barbed wire fence. you can buy it using nook miles on days its in stock

Barbed-wire Fence can be found in New Horizons. You cannot order it from the catalog. It cannot be customized.

They're in the game. Kind of off topic, though. I haven't seen the iron fences once in the Nook machine.
