This quote definitely wont help. Just plant a few more trees and de-weed your town. That'll help get rid of it.
Less Trees, Rafflesia appears. More Trees, then the Rafflesia is gone.

As the above poster said just make sure your town is clean and free of any weeds.
Plant flowers and trees and pick up any rubbish on the ground. If keeping your town clean is a problem try the beautiful town ordinance

I had one in my second town even though I was pulling weeds every day. I guess I didn't have enough trees, but I switched to beautiful town and it was gone in like 3 days.

Pull all your weeds, and it should start dying in a span of a few days.

All you have to do is get rid of the trash, weeds, etc. in your town and it'll disappear! ( ? ▽ ` )ﾉ
Placing a public works project on it won't help, unfortunately. It'll just spring up in another area. Just don't water it or put out any more garbage :>

Not to be hostile either, but this person didn't say anything about a perfect town.
If you have a ton of weeds, pick them, but the weeds are really only an issue in CF.
