Precipitation (rain or snow) does water flowers. However; the rain/snow will not make flowers "sparkle". They will only sparkle when a player or villager waters the flower(s) with a Watering Can.

Cosmetics. I figure they made it sparkle when the player waters them just so you can see how far you've gotten. And when it rains, you know all has been watered.
