I have a villager who has plotted her land in an area I want her. However, I don't want her to build her house yet, because it will be blocking the viability of an area I need temporarily.

At the same time, one of my other dreamies pinged to move and I told him no.

If I TT to the beginning of the day continuously will there be any complications with these two villagers?

No, as long as you TT to after 6am, then nothing will happen. So, say it's 10pm and you want to go to sleep, TT to 7am or something and don't change the date, and everything will be fine!
I've kept Agnes in my town for more than a week using this (she's supposed to be moving out the next day).
