I have a police station and I'd like to plant trees and bushes around it, how close can I plant them?
I've also seen others planting bushes right beside Retail's stone path, is this also possible? And with the town hall too?
In general, trees and bushes need 'buffer' tile in every direction. Unmoveable things like plaza tiles, ponds, rocks and other trees cannot be in this space during planting or the bush/tree will wilt.

So there should be nothing on the x's if o is the place you want to plant your tree/bush. I hope this explanation was clear for you!
It has to be a space/tile away. (Planting flowers around the police station will help you.) I haven't came across anyone have bushes planted by the stone paths but I do have trees planted near very close to the stone path in my retail and the town hall. I guess it is possible but there was to be some type of amount of space for them to actually grow.
