Quick question about villager plot

I currently have 6 neighbors. If I never go back to Nook to set up more plots, don’t invite anyone from campsite or island, does it stay 6 villagers forever? Or will random villagers start moving in.

I want to pause villager acquisition for a bit but wondering if that means random neighbors start moving in.

I think it'll stay 6 villagers forever because the random ones don't have anywhere to move to.

I was stuck on 7 villagers for the longest time and didn't have anyone move in until I built another house.
