Quick and Safe 16 Villager Cycle Guide!

Ok so I'm currently working on a 16 villager cycle as I accidently lost 2 of my dreamies in a time travel incident. I'm keeping on in my second town and the other I'm buying back and putting in my second town so I thought I'd share how I cycle as it's a very safe and fast way to do it.

1. Talk to all the villagers in your town that are outside until they refuse to talk to you anymore. (They'll get a thinking bubble), listen for villager rumors. Villager rumors mean no one is moving, if a villager says a villager rumor go talk to someone else. The rumors vary based on the villager personality.

Villager Rumors
CRANKY villagers will state that rumors can be frightening.
JOCK villagers may ask to spread rumors about their latest world record, or complain that others say that they are a prince from another planet.
NORMAL villagers will comment that they will only spread rumors they have seen themselves.
SMUG villagers may remark that they have done things with other villagers, but refuse to elaborate on the details.
SNOOTY villagers will use fabricated examples to show the player that simple rumors can spread very quickly.
UCHI villagers will complain that rumors are circulating that they are known for one sport, when it is in fact another.
PEPPY villagers will ask the player for any gossip, think you are keeping something secret, and ask for you to spread the details.

2. If a villager tells you one of these rumors, move onto another villager. If they tell you a villager rumor, No one is moving out (Once you get 2 villager rumours, you're safe. No one is moving). TT to the next day. Repeat steps 1 and 2 until you are told a villager is moving out.

3. If you want the villager to move out:
TT 5 or 6 days ahead, the villager will be gone or possibly in boxes depending on when they decided to move.

If you want the villager to stay:
Immediately go find the villager and tell them not to leave. To get a new ping, TT to the day after they said their moving date was. (Ex: Diana said she was moving out on the 5th of April, TT to April 6th). A new villager will now be able to ping to move.

4. Repeat steps 1, 2 and 3.

That's all there is to it! Keep track of the villagers that move out so you'll know where you are in your villager cycle. Good luck getting your dreamies back!
 
If you want a little more information about it, you can check out Crash's Cycling thread. I know you aren't cycling per se and just doing the 16 villager cycle but there's some information that's useful there as well. For those looking up methods, she has it in the middle of the post, just after the examples of the 3ds clock vs in-game clock.

I am currently doing the 16 villager cycle to get Lolly back, and I do the TT-ing day by day because five of my villagers are dreamies so I don't want to lose them. I haven't TT'ed more than two days because I am deathly afraid of missing pings about a villager thinking of moving. Once I get a ping and a date established, I TT to the move date to make sure they're in boxes then TT to the next day and they're gone. Very boring and labor intensive but it works for me.
