Talk to them once to make them introduce themselves then ignore them from there on.
If you've already spoken to them a fair bit on your main character, use a secondary one to pull off this trick or keep talking to them and such to become better friends, since once you reach a certain level on the friend ladder they'll often want to move away.

If you completely ignore them from day one and never speak to them ever they will eventually pack up and leave. I've used that method several time when I've gotten an unwanted villager from the void.
If you have already spoken to them then keep talking to them. You don't have to do em favors but you need to keep talking so they will ping you at some point to leave town. I had Walt in my town for longest time I thought that ignoring him for a while, irritating him and complaining to Isabelle would help but none of that worked. Since I had already introduced myself to him I had to start talking to him again and he eventually pinged me.
Good luck I know what a pain in the butt it is to not be able to speed up the moving villagers out process.

Don't talk to them. Sometimes it works for me. I tried talking to them being best friends with the villagers and it doesn't work for me.
