Questions about the camp site

I'm thinking about building the camp site. I'm a little worried though, and unsure of how it works. If there's a villager in the camp site that I'd like to have in my town but there's no space for him/her, I guess this character won't move in..? Or will the character somehow be "saved" and then move in when someone else has moved out?
If it doesn't work like that and the character leaves the camp site, will it take longer for him/her to return to my town since he/she has already been staying there or does the camp site not affect this?

I just want to make sure I don't lose any of my dreamies.. s:

To my knowledge, if there is no space left in your town and you want the villager in your campsite to move in, they are unable to as there isn't any space left. I don't think villagers can be somehow 'saved' and then move in when another villager moves out.

So if there is no space left in your town for that villager to move in, you would either have to get them off someone else or wait for them to come back to the campsite which might take a while as there are so many villagers that can camp in your town.

When your town is full there's nothing you can do. The game is mocking you.

I'm not too sure about the other question, but I've had a horrible hippo named Biff in my campsite like three different times.

Sadly, if your town is full (I'm not sure if a camper will even arrive if you have a full town) he will be gone.
It happened to me with Marshal. I had Zucker move in, making my town full, and I couldn't make Marshal move in. Also, in case you're wondering, you can't take villagers from other towns' campsites. Which is a shame

Thank you for all the answers! Since Grim Sleeper's had Biff in her town multiple times I guess you don't have to go through all villagers before having someone, who has already been in your town, in your camp site again. Which is good enough for me! It still sucks that they can't be "saved" though.. T__T

Yeah, the 'void' sucks too. 16 villagers until I can get Diana back .-.
