Questions about police station

So I've been debating on building a police station in my town for a while now, some things I'm still a bit confused about though.

I gather with the police station built, when a villager or npc moves on top of items you've placed on in your town, the items are taken to the lost & found - what happens to these items if you don't have a police station built in your town, are they lost forever? (I've always been pretty careful to place items where villagers can't move so haven't found out yet aha ^^)
Also, what happens to items if you leave them lying around your town - will they get taken to the lost & found?

Probably really noobish questions but I can't seem to find the answer anywhere thanks for helping me out!

There isn't a way to recover items that have been built on top of without the police station so they're lost forever without it

Leaving items on the ground wont get put into the police station. Occasionally random items (not from around town) will show up in the police station though.

I think any items you've lost before the Lost and Found still show up there even after you create the Police Station. 99% sure on this.

And I think they just stay on the ground. I've left items on the ground for ages before and they've never moved to the L&F.

You should build the station, btw~ Doofy ol' Booker is funny to chat with now and then.

Thanks, it was mainly items left on the ground that I was worried about :> guess there are no real disadvantages to having it then, will be building soon!

They don't move unless something is put on top of them...Redd's tent for example, then they go into Lost & Found.

If I restarted, I wouldn't build the Police Station though. Because of the PWP limit, I would prefer one of the prettier PWP's. But that's just my personal preference!
