actually photoshop is the best one if you're willing to shell out around 6 or 7 hundred bucks. It's what I use and my stuff is usually pretty sweet. You can also get a free trial of it from Adobe.com

photoshop is better but I would only get it when I start to get serious about graphics. Until then gimp is great for free.
