Can Uchi Villagers actually steal flowers? I read another thread about flowers being misplaced and/or stolen without anyone visiting. Is this true?

I'm pretty sure they can't. One of my Uchis lives right next a large garden and she's never stolen anything. All the Uchis I've ever had have only planted flowers.
