So if I visit a town with a campsite.. can I get the villager staying there to move into my town... or does it only work if it's my campsite?

I think you can if they have not convinced them yet.

I mean like, maybe get them to camp ion your town next OR get them to move in general.

I've seen some people say that it's not possible, it has to be your campsite ):
I wish this was the case because I've had some amazing campers when my town was full!

Nope, you can't invite campers from a different town. Which is a shame, because it would allow people to get their dreamies much easier.
