What can I use that 952 bell points under my the posts number and above the 3DS friend code?

You're allowed to offer in-game stuff for the TBT Bells there--just no trading actual ingame bells for ingame stuff should be there. We have Re-Tail for that

You can earn them either from posting or offering services (Signatures, Art, ingame items) for them in the TBT Marketplace.
