(question) moving in non-amiibo villagers

I'm grabbing Fuchsia from a friend today, and moving Chops out. Does chops have to be fully moved out & plot empty before fuchsia will accept my invitation to move in, or does he only need to be in boxes? I'm just a little worried bc my empty plots always seem to get snapped up by randos very quickly lol

Alternatively, if I ask Fuchsia to move in and she declines, can I try again (after TTing chops out, that is) or do I only have one shot?
 
I could be wrong, but if Chops is in boxes, you may be able to invite the other villager in. Otherwise, you definitely need to have an open and unreserved lot.
 
Not sure about how many chances you have to invite her.

You need an open plot of land that isn't sold in order to recruit new villagers from another player island. So I'd TT Chops out if that's an option and then go talk to Fuchsia; you have at least one day of wiggle room because the lot is never sold the day after someone moves out.
 
I had exactly the same question when I was adopting Zucker yesterday and Rowan was in boxes.
However; the transaction with Rowan fell through so he was never adopted so what I did was just TT one day ahead - by then, Rowan's house was gone and the plot was empty and unclaimed. I then went to adopt Zucker.
From what I was told by someone answering my thread yesterday (I had exactly the same question as you), you need to have an empty plot to adopt a villager.
I didn't really want to TT in this game at all but I couldn't pass up on my biggest dreamie so decided to do it.
Today, he is unpacking. Tomorrow, when he is out and about on the Island, I intend to TT back to the current day (I want to keep the game in-sync with real-time).
