Question about villager move ins

Okay so I was just curious, if your 9th villager moved out, you'd expect to have a new one within the next few days, so if you asked a villager from another town to move in before the new 9th villager has a chance, would the 9th villager still move in or not?

Not if you invite someone

i dont think so. if you havve the campsite but less than 9 vvillagers, the game tries to fill up the last spots except the tenth
