Question About Villager Exchange

So, I've been pm-ing tons of people, trying to set up exchanges so I can get bells and get the animals I want, but I realized that I don't know exactly how it works. Here's my noob question- how do you trade villagers? Do you go and talk to them until they decide to move to your town? That's what I thought, since someone said it on the main villager exchange thread, but that doesn't make much sense to me...

That's what I thought, since someone said it on the main villager exchange thread, but that doesn't make much sense to me...

when the villager you want is moving from the other persons town you go to their house on their last day when theyve packed up all their stuff and as long as you have 9 or less villagers you can ask them to move into your town.

Once the villager is packed up to move out, you go to that town to talk to them and get them to move in.
