Question about trade timing

So, after you have all 10 plots created and don’t have the option to make brand new ones, when is the right time to invite a new villager from another player’s island or from a mystery tour? Can you do it while your departing villager is in boxes, or do you wait until the house is empty?

You have to wait until the plot is empty to invite a new villager from my understanding.
