I've been wondering this for a while, and I need an answer.
If you TT with the 3DS date and time instead of the in-game time, will you still get weeds and moving villagers?
 
Oh, well that's an issue for me then. I set my date in-game when I restarted to June 9th 2014.
 
Are you wanting to set your clock back to today? Put your town on the beautiful ordinance and you won't get weeds or lose flowers. Then, wait until someone asks to move and tell them no. At that point, you should be safe to move to today's date. If you want to be extra safe, start up as a new character to make sure no one moved, but the reality is that the game counts TT backwards as one day whether it's one day or one year you're moving back, so there shouldn't be any issues anyway.
