Question about the camp ground

I just unlocked the campground today and the able sisters shop is under construction.
But I can't seem to scan my amiibo cards yet to invite a villager (this might require something else perhaps?) But I haven't encountered any villagers on my island expedition the past few days, is this normal?
Also Tom Nook says "where there is a campsite there is usually a villager" well not on my island atleast, i currently still have 5 residents.

you have to invite at least 1 random villager from the campsite before you can use amiibos

The day after the campsite is built is usually when the villager arrives, once you've invited that villager and the campsite is free you need to speak to Tom Nook who will then explain the amiibo system
(to actually invite a villager through amiibo you must invite them for 3 consecutive days and craft the item they need each day.)

So there is no point for me to try and go on island tours to find a random Villager for the campground? The game will pick a random Villager for the campsite I suppose?

i got hippeux from the campsite but i had to invite him, i got rid of him like a week later
it's really annoying but you can make them leave as soon as you can if you don't like who appears or you can wait for the next villager but i don't know how often they show up

it was so disappointing because my sister got goldie and my friend got raymond then i was stuck with a hippo for a week

i'm not fully sure since i was so desperate to get 10 villagers as soon as i could, i just invited anyone that appeared first

I feel you! I got zell today as my first camper and so was forced to invite him. I like a bunch of smugs but he is not one of them even though he is cool looking.
Anyway, i placed a plot right after placing one for zells house, and then went to some islands and found villagers there. I ended up inviting Vivian and when i got back the sign said she bought the second plot, but i read that you can only invite one villager from islands per day so after inviting her today they wont appear again until tomorrow.
