Do seasonal furniture sets (that is, furniture only available during certain months/holidays) decrease in HHA value once their holiday is over? Because I currently have a Spooky themed room and a Harvest themed room, and was thinking of replacing the latter with a Robo series.

No. Each item's Basic Points do not change. There are items, however, called "Lucky" or "Happy," that can score Lucky Bonus Points during certain months. Consult my FAQ for details:
