I just reset my town a couple days ago and I'm just wondering how long it takes before Redd shows up. I need a piece of artwork to donate so I can unlock the museum renovation project but I've got no clue how long I have to wait before he'll show up, or if it doesn't matter how long I've had my town and I just have to wait until the random day he comes.

Redd can be in your town the first day it resets, it all depends on luck I guess. He should come at least once every week
I've set up several towns (not always starting on a Monday) & I don't always get Redd that first game week - and I certainly don't get Redd every week.
In a newly set up town hopefully you would get Redd within the first 2 weeks, but I don't think its guaranteed.
You get 2 special visitors a week. Pete 3 times, Joan on Sunday. And then the extras like Katie, Pascal & Phineas who can appear while you have a special visitor such as Redd.
In the first week of October you get no visitors at all as it is considered Jack's week (in prep for Halloween).
I just waited it out for Redd, you have other requirements for getting the Museum shop - rather than just trying to remember I've checked Liquefys faq & paraphrased below - credit Liquefy
Someone has to speak to Blathers at least once on 14 different days.
Donate at least one item to each of the four exhibits
Donate at least 20 items, in total
Speak to Blathers when you see him "pondering" to make the option appear.

This is false. Yesterday it was raining in my town and Redd was there.

he can be in your town anytime he wants so it pretty much comes down to luck.
Yeah Redd is random, well he is one of the set of visitors that can appear in town each week.
The 'Redd isn't around on rainy days' comment - agreed not true, but I thought the poster had mixed it up with Phineas - who probably doesn't appear on rainy days, apparently he can appear on partially cloudy days.
