Question about picking up villager from the void/streetpass

I know this has been talked to death, but I haven't seen this discussed (if it has, just point me to it).

If I turn off streetpass and don't visit or have anyone over to my town when I have 9 villagers, can I avoid picking up a villager that I haven't chosen? Does a town save information about voided/streetpassed villagers when you have 10? (I know you can pick up a random villager when you get down to 8 villagers.)

I don't think the game saves information about voided villagers via wifi or streetpass if you are already at 10 villagers. Never tested it myself, but only time I picked up voided villagers was AFTER I streetpassed someone or traded via wi-fi. (yea, lesson learned xD it happened in my old town)

When I had 9 villagers, what I did was just going into like a lock-down mode.. I didn't trade with anyone or had streetpass feature on until I found my last dreamie. I already had 9 dreamies so I couldn't risk getting a random villager from someone's void.. If you really have to trade, make sure the other person has 10 villagers and/or didn't recently void any villagers.. I was a lil bit paranoid about it but it's better than having to go through 16 villager cycle ;__;
