Villager's picture?
If you mean picture like past games, that's given to you by them when you reach maximum friendship level.
Poster is if you scan them in and their poster appears in the Town Hall Nookstop.
Your own villagers can be added from the "furniture editing" mode, and their posters will appear in the Nook Stop.

When you go to decorate the room, next to the different tabs there is one for your islands villagers. You can add them to the room and then you should be able to get their poster from nook shop. That is if you're talking about their posters and not their pictures!
When you are at Photopia and inside the house, press the right arrow to bring up the storage. Scroll to the right and choose to place your villagers in the room. When you leave Photopia and go back to your island you should be able to order their posters from the catalog.
