Question about Phineas.

I know he only comes on the clear days and stuff, but my tree has the vines and has 10 clusters of leaves which means I've played for 100 hours and Phineas still hasn't come and I've been time traveling like crazy. Any help?

really only thing i can say is that phineas won't come unless it's sunny or cloudy, not raining
make sure to check everywhere in town, maybe he'll be in one place you don't expect

i've heard that phineas doesn't come during the night, but that's not true. i've gotten badges from him during nighttime. in fact, the last badge i got was when i talked to him at almost midnight. just thought i'd add this

actually, i just discovered you need to play for 200 hours for the silver badge, not 100.

Yes, Ive found the same as the person above but im confused, at the plaza I was with phineas and it was raining, was this a coincidence or can it actually happen, it started raining after I loaded up the game, would this make a difference?
