question about perfect towns

a while back i was running around my town and saw a jacob's ladder. i got super excited and ran to town hall and asked about citizen satisfaction and isabell said i had a perfect town. the next day i looked all over and didn't find any other jacob's ladders. so i went to town hall and she says that everyone loves my town and doesn't want to leave. i thought you got a jacobs ladder for every day you had a perfect town. did they change that? or is my town now just almost perfect?

It is random. They have a chance of spawning everyday.

I've had a perfect town for a few days now and I only got a jacobs ladder 2 days in a row.. haven't had one since...

I had my town perfect over 15 days and I only have 3.

I had a perfect town for almost two weeks and got NONE.

I had Jacob's Ladders spawn 5 days in a row, but after that they stopped spawning. Weird. :/
