Question about moving villagers out

hello!
So I just got my 10th villager and have not had finished "Project K" (trying not to spoil)
Can I move villagers out before finishing Project K? Or can they only move out after?

I got 3 out of 10 dreamies and need to clear out some villagers

They can move out before Project K.

I think the minimum required for one to ask you if they can move out is having 8 villagers.
