Question about move in's

I just restarted my game. And I started with my 5 and I Have adopted 4 more. Does anyone know if I will get a random move in to make 10? Or do I get to adopt the 10th myself or campsite? I just dont want a random I Have someone holding a villager or me.

You can only get 9 randomly, the 10th only comes from you asking someone to move in.

You will not get a random move in for your tenth villager
You can get one by..
-Streetpass
-Campsite
-From someone else's town

I believe the 10th villager will always be someone you recruit from the campsite or a random move-in from a StreetPass

You can still get a random move-in from street pass or wi-fi'ing with others.
I always dread those cause they're usually not extremely visually appealing villagers.
If I were you, I'd try adopting someone that you like before that happens.
