Ok I'm confused on this because if you get a villager from someone to hold that villager is the last move in. But the last one to move in supposedly doesn't ask to move. So how do you give the villager back?

I don't know how you would do it without amiibo cards. With amiibo cards you can pick anyone who lives on your island to move out. I'm not quite sure how the campsite method works completely but you might be able to do it that way too.
