I know she appears totally random, but its been two months and no luck, so my question is:
I am just having bad luck or do I need to complete other requierments first like spending 100k in TIY or anything else?

Quick update, after expending 70k, she came the next day.

I would also suggest doing her fashion check then TT a day forward and then a day back and she will be there again. So you wont have to wait months for her to come back ^_^

Thanks for the advise, will having multiple characters, will count towards more checos or just one character need to do the 4 checks?

It only counts one character, same as Katrina.

This, though I thought Katrina could be talked to by all of your characters and count as 3 (or however many characters you used)
BUT if you get a really crappy theme say ornate or whatever you CAN get a different theme on a different character that is hopefully easier and complete it that way ^_^
