Question about getting neighbours' pictures

Are some neighbours programmed so that no matter how high your friendship level, they won't give you their picture until they move? Because in my other town, i was really good friends with lily, must have been the highest friendship level, but she didn't give me her photo until she moved out.

Or if i want someone's picture and do as many favours for them as i can, will i eventually get their picture without having to wait for them to move out?

Edit: Doing favors usually gets you the photo thats how i always get my villagers photos

Not exactly. However, from what I understand, they are programmed in such a way that once you are at max friendship with a villager, you have a random chance of getting their picture.

What I mean is this. Once you complete a favor/do something "nice" for them (I say this because they can send you pictures in letters as well), the villagers have a pool of rewards to choose from. Once you're at max friendship, their picture is added to the pool. However, it isn't guaranteed that they'll give you their pic when a favor is done. You only have a chance of getting it, and there's always a chance you just get unlucky. Once you're at max friendship, you can theoretically complete a favor, save, get the reward, and if the reward isn't their pic, reset without saving, and then basically repeat until they give you their picture (but this isn't fun since you don't really know if you're at max friendship).

You'll eventually get it by just doing favors. It just takes patience. Or reset spamming. But that involves patience as well.

They're all the same, but as mentioned above, it is random.
When you know you're at max friendship level, you can save and continue your game, then give them the item they need. They will reward you with something, and if it's not their pic, you can exit your game and try again. It'll be a different item, so try until you get their pic

Okay that makes sense, thanks for the help everyone! So yeah, i guess the moving out letter is just another thing that would have had a chance of giving me lily's picture, and i got lucky

I guess I should mention, I feel like if you're at max friendship, you seem to have a near 100% chance of getting their pic in a moving out letter. That's been my experience anyways. I've only had two villagers move out on me, both were at max friendship (both gave me their pics prior to moving out), and both decided to send me another one in their moving letters. So I guess if you want to speed things up, maybe you could have them move out, but I honestly wouldn't chance it since you don't really know your friendship level. Point is that you definitely can get all pics just through favors.

They seem to give me their pics more often when I do bigger things for them. Like giving them perfect non-native fruit, or getting signatures for their petitions. Dunno if that's just luck, though. I've gotten two Phoebe's pics within like, a week or two in-game time from this, while doing small favors for her for five months didn't land me squat.

I've been a little mystified by this, too. I got Rasher and Flip's pics when they moved out, but I didn't get Pudge's, even though I thought we were a max friendship and he had given me his pic just a few days sooner. I assumed I would get a second pic in the mail when he moved.

But I didn't!

So maybe there's a small chance you won't get their picture (or maybe Pudge and I just weren't bestest friends like I had thought)

Barold never give me any of his picture after living in my town for 4 months, until recently I did some really common chore for him and he finally gave me his first pic! (exclude April Fool) and yes it is a matter of times. And also I did whack him with hammer to lower the friendship cause I don't want him to keep pinging me about moving! Still I got his pic, some of them who doesn't live that long in my town yet also already gave me their pic by doing them some chore =x

What I find interesting is that although five of my current villagers have given me their pic, at my birthday I only received the birthday shades implying that fewer than three villagers are at max friendship. How in the world is that possible?
