Question about flip flops from island

Is this an item thats available from the island (your island that you can go to without internet connection) or do you have to go to the island using the internet connection (you know, where there are other users and often time they beg you for money

I got them without the internet connexion, but I don't think they appear often.

Flip flors are a rare item to be stocked at the island, but they're available from both online and offline islands. People just like using the online islands to grind for rare items since it's easier than having to TT to check their own.
