Question about cycle town

I just started a cycle town, but I'm a little confused.

What is the point from which a villager can move out? Do you have to complete all the mayoral duties (i.e. raie approval etc.)? Do you have to have 9 villagers or more?

If anyone can give me as much detail as possible I would be grateful.

I believe getting your 100% approval is required - if nothing else but to be able to build the campsite so you can invite campers to move to your town.

You need to have 9 villagers before they start asking to move out.

You must have at least 9 villagers in order to have someone starting to move out. I don't think the 100% approval rate is required, but it would be nice to have as you can elect the beautiful town ordinance, which will become really handy when you TT. Also, you can choose to build the campsite to invite your 10th villager. But here's the catch, when you have a full town (meaning you have 9 or 10 villagers) you need to talk to the villagers to get over with all the "tutorial" conversations. Otherwise your villager may not ping you to move out. Hope this helps!

I can confirm that the 100% approval rating isn't required and boy it was a shock to me when someone tried to move so early 0.0

100% qpproval rate is not required (unless you want to build a campsite or change ordinance)
9 villagers required for them to go through a moving out stage
MUST talk to a villager in the beginning and go through tutorial narration for villagers to 'ping' to move
