Question about attaining PWPs

Do you have to have some sort of relationship with the villager before they will suggest a PWP to you?
For example, if I have barely spoken to a villager and haven't helped them out with any tasks, could they still suggest a PWP either through normal means or with the diving trick so long as I've spoken to them before?

No, you don't need to have a great relationship with the villager. The only thing you have to do is make sure that you have spoken to them before, or that you don't ignore them for long periods of time or else they will not ping you.
 
just stay in the corner of the ocean for a few minutes and go back on the land, hopefully one will ping you.
 
I notice that they ping faster if your friendship is high, but still you won't be able to tell if they're gonna request for PWP or just ask you to change their catchphrase/ask survey questions.

I was just wondering this, because I used to do the diving trick all the time in Shika, and it was successful! I got a lot of PWPs that way. But in my current town, I don't have a friendship with any of the villagers. Even though I've spoken to them, I've never done a task for them. I find that I don't really get pinged at all and I guess that I DO need to have a bit of a relationship first, as the diving trick has failed every single time with every villager!

Ugh, I hate when jocks ping me. They seem to be the most repetitive in their dialogue and it's always that soccer thing, even if you've answered it a billion times that day. I honestly just run away from them :(

or peppy villagers will tell you about how hyper they are (I always pick *bonks on the head* something like that) xD

Nope, I haven't been spending too much time with my villagers because I'm always running around trying to get everything else done, and since I only have two dreamies I really pay attention to. XD But the other's still ping me and I've only gotten a few suggestions so far but there are still coming to me, so no you don't need to be friends with them.
 
I don't think relationships with the villagers have much to do with it, especially considering a lot of the PWPs aren't available at the start of the game, and ACNL tries to get new mayors started pretty quick with PWPs. The water trick works. Have an inventory full of tools, Bells, un-assessed fossils, and/or flowers, and have almost no Bells on-hand, and if there's a specific PWP you want, dig holes around them so they can't walk and keep checking back. xD
