So Truffles is moving away soon, that means that I will have 9 villagers again. My question is will I get my new 10th villager automatically or will I have to convince someone to move in from the campsite like before? Thank you!

Convinc someone from your campsite or a moving villager from another town

Keep in mind that villagers that move from another town needn't be invited. If you street pass, visit another town, or host a visitor from another town, and that village had someone recently leave without being invited to move to another village, you might end up with that unclaimed villager. It happens even if you never met that particular villager.
This is what happened to me, got Wart Jr from someone I street passed. It's so annoying when he talks about his old town because I have never even seen it lol.

That's why I turn off my street pass when I have fewer than ten villagers. I've gotten three unexpected villagers from visiting villages that had recent move-outs.
