Question About 10th Villager

Hi, unable to see for myself at the moment. But will I be able to find my 10th villager by selling another plot of land or is it like New Leaf where now I have to wait until some one I like visits the campsite?

I recall someone saying that you cant get a random move in for your 10th villager but that could be wrong.

You can sell another plot of land and then go to Nook Mile Islands to find islanders to recruit back to your island! Or you can wait for a camper or you may just get someone random (based on if my above statement is true).
