As you know, New Leaf was the first game where you could place structures outside. While this was groundbreaking compared to City Folk, it was outdated by New Horizons when you could place any object outside like you could on the inside.

My question is, which system would you prefer to see in the next game? PWPs, or scenery?

For me, I suggest there should be a mix. I agree that stuff like benches and street lamps are better for placing outside like how New Horizons had it. But it doesn’t feel right when this also includes buildings like the amusement park rides, the gazebos, and the lighthouse. I kinda miss the days when you actually got to enter the lighthouse.

So my suggestion is that smaller scenery and stuff like cars and kiosks should be free to place, while larger structures that were PWPs in New Leaf need to be funded and placed by moving kits. This also means we should be able to place buildings like the Café and the Police Station.
 
I think the amount of customization in New Horizons takes away a lot of the animal crossing feel. I hope in the next game they can have more limitations without restricting as much as New Leaf!

I think for small things/objects that you would be able to just move around in reality (eg umbrellas, chairs, stuffs that can be placed on tables), you should be able to place them outside without hassle

For larger objects/buildings (eg benches, lampposts, fences), you should have to go through a pwp scheme in order to set it up
