I'm trying to get perfect town rating, but I didn't bother looking at guides and stuff until now. I knew about the number of trees and flowers and minimum 10 PWP and I've got all of that, but no perfect rating.
Now I'm searching why I don't have a perfect town yet while my boyfriend got it yesterday and we have pretty much the same number of PWP, enough flowers and trees, Beautiful Town ordinance and no weeds or garbage...and I found out about PWP that take points out of your rating like the GARBAGE CAN. And I have one because I thought it was kinda cute and would fit (and hey, somewhere to put garbage instead of the river, wouldn't that be good for the environment?).
So, which projects take points off the perfect town rating? Is it enough so it's better to demolish the garbage can? Any lists of points or how the PWP rating works? Does the place where you put it count for something or you can build anything anywhere and it doesn't matter?
