I've been playing New Leaf since release day and still dont have a lot of PWPs. Mostly cuz im to lazy to do the dive trick, but I had some questions. I've read that to get any new bridges you need to have less then 3 for the animals to suggest new designs, but recently someone said you can have all 3 and the animals may still request new bridges, which one is true? And m second question is, can you only get one PWP suggestion a day? Thanks

Thank you. someone verified in another group that you need less then 3 bridges to get a new bridge requested. Do urchi's take longer to suggest things? Good thing the one PWP I want from an uchi isnt a major thing. XD Thanks tho! I didn't want to waste my time thinking I could get more per day.
Glad you found your answer from that. From what I've read from other users they do take a while, but it can all depend. Mira and Diva never suggested anything that I had to use the diving trick on them. Strangely months later I decided to try the diving trick on Mira one day and failed but then the following days she suggested the rest of the pwps I needed from her later. If you're in no rush of getting a certain pwp I don't think the diving trick is necessary. If you want it asap then trap that certain villager around holes near the beach and good luck!
i do honestly feel like uchis are harder to receive PWPs from (though it may be my imagination). i was basically on very good terms with mira for a long while and she was the last to request any PWP to me. she's also one of my oldest villagers and i've only received one from her. 
When I put a 3rd bridge in, all bridges disappeared from the the PWP list Isabelle shows you.
It comes back if you demolish one of the 3.
Its similar if you reach the 30 PWP in town limit - Isabelles PWP list disappears.
I found putting in PWP generated more requests, and more of the same too (tho that could be coincidence): I put in a fairytale bench & light post as markers (to prevent villager moving into the spot) & the next day I got fairytale bridge offered by a villager.

I also found that building pwps generated more requests. They would usually ping me at the commemoration ceremony, but I think that's a coincidence- if every villager in town is suddenly in one spot, your chances of getting pinged go up.
Just do the diving trick while you watch tv. You can run into town during commercials and go back to sea when the show is on.

You can only get one PWP suggestion a day but I'm almost positive that you can get new bridge suggestions while having 3 bridges because I recall receivng a few new bridge options while already having 3 bridges c=
