Do you need to build a PWP before villagers will start requesting them? I'm doing the diving trick to reset my villager pings and I feel like I've been doing it for hours. I have the development permit and have unlocked Club LOL but I don't actually have any PWPs in my town. Would I have to build one in order to get villager suggestions?

I was thinking and asking the same thing.
I did the diving trick etc but nothing.
However, after building my first PWP, I got two suggestions for PWPs from two villagers one day then the next!
I can’t say it’s 100% fact but that’s my experience...
