How do I get the Police Station?

And if I put a trash can, will the villagers get upset?​

I'm not sure if the trash can will upset the villagers but I believe the video screen does

A police station will be randomly requested by any villager at anytime. Keep playing to get it.

I have the trash can and my villagers haven't said a word about it and it didn't stop me from getting the perfect town status.
