Just save and reload the game up. He should be outside or in his house once you do.
Usually only takes one try for me but keep saving/quitting till he is out there.

usually when a villagers asks me to deliver something to a villager that isn't outside, another villagers goes somewhere else and then the villager who is supposed to get the gift appears. i don't know if it's just luck, but i think the game meant for it to be that way.
