They're for really random things, I had one where a villager wanted to ban clowns XD

It's a silly request that helps boost your relationship with said character that asked for them, basically you have to go to someone elses town and talk to 6 of their villagers to obtain signatures, then come back and turn it into the character that asked for them.
Apparently they start giving you petitions when you've connected online and visited a lot of towns.
The titles for the signature forms change, my current one is "National Monument to Naps"
