Public Work Projects

Dig holes around your villagers that are outside, fill your pockets with stacks of 100 Bells and make sure you are carry nothing but the Bells. Go swim in the ocean and idle (not move, don't close anything and leave game open and running) for 7~10 minutes and run around and see what villagers ping you. If one pings you, talk to them. They'll either say something pointless, ask for a greeting or new catchphrase or suggest a PWP. If I recall correctly you can only get one PWP a day, but you may be able to get more than one a day but the second one may be much rarer to come by.

This is a pretty common method and works pretty well. I got like five public work projects through this method
1.) Empty your pockets of anything that a villager would want to buy and fill it up with saplings, flowers, tools, etc.
2.) You'll need a wetsuit and a timer. After filling up your pockets with useless items, swim out to the furthest corner of the ocean and set the time to five minutes
3.) Once the timer goes off, run around your villagers and wait for them to ping. It won't always be about a public work project though, so once they ping once, you gotta go back and wait another five minutes. If nobody pings you, make sure you passed by every single villager walking around outside. If nothing works, again, go back and try again.
This takes time though, but it works and the wait is worth it a majority of the time
