I'm sorry if this is old news to everyone, but I haven't seen anyone saying this before... even the animal crossing wiki says you have to pull weeds, and another wiki says you have to pull at least 30...
I TTed back to Weeding Day (April 25) to get the topiaries. I had beautiful ordinance in effect, and no weeds, so I got them. Then I talked to Leif with my alt characters and he gave them a piece of furniture even though there were no weeds to pick. I set the clock to April 26, saved the game, then TTed back again to the 25th. This time my main character got a piece of furniture right off the bat, as well as all my alts. You can do this over and over again, just watch out for people moving.. but since you're only TTing one day at a time, it's not much of a risk.
